Historically many funeral & cemetery (and a lot of non-death industry prices double every 10 years so there does not seem to be any abuse (1957 to 1996). When a grave is openned with a backhoe it damages much of the surrounding area which must then be restored. Perpetual care is for normal maintainance of the grounds and not grave opening & closing.
